6TH NATIONAL SPORTS FORUM CONVENED WITH FOCUS ON REVIEW OF THE NCS STATUTORY INSTRUMENTS AND NCS DRAFT FUNDING GUIDELINES
Heads of National Sports Associations/Federations have today convened at NCS Lugogo and Online (via Zoom) for the 6th National Sports Forum. The Forum chaired by the Minister of state for Sports, Honorable Denis Hamson Obua is stipulated in Article 17 of the National Council of Sports Statutory Instrument No.38 to convene the participatory meeting at least once every three months with National Sports Associations/Federations.
In attendance are representatives from Ministry of Education and Sports, Ministry of Justice and Constitutional Affairs, Ministry of Health, the Council and Staff of National Council of Sports, Uganda Olympic Committee and various media houses.
In his opening remarks, the NCS General Secretary, Dr. Patrick Ogwel emphasized the urgency of National Sports Associations/Federations to comply to the requirements of the ongoing government budgeting process to allow for timely planning/budgeting.
To supplement , the NCS Chairman, Dr. Donald Rukare noted that Governance and capacity building remain important areas of focus arising out of the action matrix on issues of compliance. As such, NCS shall going forward intensify on providing necessary support to National Sports Associations/Federations to deliver on their mandates.
A keynote address has been given by Lt. Col. Dr. Henry Kyobe (Covid-19 Taskforce) on Resumption of sports and management of the Covid-19 pandemic.
Equally, Mr. Paul Okiring from the Office of the Solicitor General briefed the meeting on the ongoing review of the NCS Statutory Instrument No.38, a review process that is set to commence on 01st April 2021 to resolve challenges of implementation and funding guidelines for National Sports Associations.
Hon. Denis Obua announced the development of NCS turning into an independent government entity with a vote status effective 01st July 2021. In conclusion, he noted that such statutory meetings should enable the sector turn challenges into opportunities, turn opportunities into successes and turn successes into legacies.
