Dr. Donald Rukare


Dr. Donald Rukare is the National Council of Sports Council (Board) Chairman, he has over 26 years experience that cuts across the public, private and international community, academia and sporting world. He intends to use his knowledge, skills set and experience to move the sports development pendulum forward in a professional, participatory, collaborative, consultative and transparent manner.

Dr. Rukare is an advocate of the High Court of Uganda and an avid sports person, a former national swimmer and is immediate past President of the Uganda Swimming Federation, Vice President of the African Swimming Federation (CANA), International Swimming Federation (FINA) Bureau member representing Africa, the Secretary General of the Uganda Olympic Committee and an arbitrator of the International Court of Arbitration for Sports (CAS). Dr. Rukare was recently appointed MEMOS lecturer and teaches Governance on the IOC MEMOS Master's Program. Dr. Rukare has been appointed as an International Olympic Committee (IOC) Consultant/advisor and in this regard has undertaken missions/assignments to Ghana, Kenya, Lesotho and Nigeria. He is an active squash player and master's swimmer and recently won a bronze medal at the CANA Zone 4 2020 Championships in Botswana.

Dr. Rukare is an access to justice and human rights specialist with 26 years' experience working in legal, justice, rule of law and human rights issues in Uganda and the region. He has worked as a lawyer, a governance advisor with the Inspectorate of Government (IGG), bilateral aid donors (Embassy of Ireland/Irish Aid), civil society and also managed large multilateral initiatives (European Union) focused on human rights and access to justice and undertaken consulting and research assignments on justice, governance and human rights issues. He is currently the Chief of Party of the USAID Rights and Rule of Project managed by Freedom House Inc in Uganda. The Rights and Rule of Law activity seeks to promote the rule of law and protection of human rights thereby contributing to the advancement of social and economic development of Uganda.

Dr. Donald Rukare has a Doctor of Laws (LLD) University of Pretoria South Africa, a Masters of Law (LLM) from Lund University in Sweden, as well as post graduate diplomas in International law, development and legal practice together with a Bachelor of Laws with honors (LLB) from Makerere University. Dr. Rukare also holds an Executive Masters in Sports Management from the University of Louvain Belgium (with Distinction). He has also undertaken leadership/ strategic management courses at the Harvard Kennedy School of Government, Harvard Business School in the US and has attended an international sports law program at Cambridge University in the UK. Dr. Rukare has written several articles on sports governance and management some of which have been published and has been invited to speak on personal branding by various institutions. Donald has completed an Executive Masters in International Sports Law at ISDE in Madrid Spain.
